lets say its just a regular day. maybe even a little bit breezy and cool but the sun is out. and a person uses cooking oil to tan.

Do you want to tan or burn? Use cooking oil (it does nothing but make you greasy) if you want to burn--or use nothing at all because the effect is the same. Use sun block if you want to be out and not burn.
