Can regular cooking oil pass through the plastic container it is sold in?

I always find a ring of oil at base of the oil container and I make sure it's not from residue from the cap or something like that. Does the oil seep through the plastic container? Can regular cooking oil pass through the plastic container it is sold in?
No, it is always just dribble usually from the cap or down the side. Can regular cooking oil pass through the plastic container it is sold in?
For practical purposes, the answer is no. It is probably just that which has run down the outside of the container.

The oil can seep through the plastic but the rate is so slow that the oil would become rancid before you would be able to detect it.
